09/16/2025 –  On Tuesday afternoon, A promotion ceremony was held at City Hall for Jason Woodruff, who is the new Chief of Police for the City of Owasso. His wife Melinda pinned on his new badge. 

Woodruff has been with the Owasso Police Department since 2004, serving as deputy chief since 2014. A native of Colcord, Oklahoma, he began his law enforcement career in 1994 with the Cherokee County Sheriff’s Department and went on to serve with the Hulbert Police Department, Oklahoma Scenic River Commission, and the Oklahoma Department of Corrections before joining OPD.

Within the department, Woodruff served as a patrol officer until 2007, when he became a detective in the Criminal Investigations Division. During that time, he specialized in investigating child abuse and adult sex crimes before being promoted to deputy chief.

In addition to his extensive law enforcement career, Woodruff is a U.S. Army veteran. He served as a paratrooper with the 165th Military Intelligence Brigade and the 1-4 INF Regimental Tactical Operations Center.

His educational and professional training includes a Bachelor’s Degree in Criminal Justice from Northeastern State University, along with graduation from the Oklahoma Criminal Investigators Academy, Oklahoma Chiefs of Police Academy, FBI LEEDA Executive Leadership Academy, FBI National Academy Command College, and the National Command and Staff College.

Woodruff’s service has been recognized with numerous honors, including the Army Achievement Medal, Army Commendation Medal, National Defense Service Medal, Global War on Terrorism Service Medal, U.S. Congressional Badge of Bravery, and the City of Owasso Eagle Award, among others.

Chief Woodruff and his wife, Melinda, have lived in Owasso for many years and have been married for more than 25 years.
