Billie Patricia Downey was born March 20, 1939, in Bixby, Oklahoma, to Corneilous Rudolphus and Leta O’Reta Wallen Wilson. She died Thursday, December 8, 2016, in Tulsa, Oklahoma, at the age of 77 years. Billie completed her secondary education in Sulphur, Oklahoma, and graduated with the Sulphur High School Class of 1957. She had made her home in Owasso, Oklahoma, since 1964. She was married January 3, 1967, in Miami, Oklahoma, to Jimmy W. Downey, Sr. Billie spent most of her working life as a tax preparer and operated her own business as Downey Tax Service. She was a longtime faithful member of Friendship Baptist Church in Owasso. She enjoyed a variety of pastimes including crocheting and just people watching. She also enjoyed going to swap meets with Jimmy and any activities or get-togethers with family.

She was preceded in death by her parents, husband, Jimmy Downey, Sr., three sons, Royce Boom, Richard Boom, and Jimmy Downey, Jr., and two brothers, Carl Wilson, and Jimmy Wilson.
Visitation will be held from 1:00 p.m. to 6:00 p.m. Sunday, December 11, 2016, at Mowery Funeral Service in Owasso. Funeral service will be held 10:00 a.m. Monday, December 12, 2016, at Friendship Baptist Church in Owasso with Pastor Linzy Slayden officiating. Serving as casket bearers will be Rusty Cramer, Steven Wilson, Skyler Downey, Charlie Downey, Jimmy Downey II, Mike Creek, Donnie Krumsiek, and Josh Varner. Committal service and interment will follow at Fairview Cemetery in Owasso. The family requests memorial contributions be made in Billie’s memory to Friendship Baptist Church Missions, 14100 East 86th Street North, Owasso, Oklahoma, 74055. Arrangements and services were entrusted to Mowery Funeral Service of Owasso.
