funderal-flowers-9647_200x200Lynn was born on March 7, 1958 to James and Ernestine (Pendley) Scoggins in Marietta, GA.
She grew up in Hunstville, AL from 1960 – 67 while her father was employed with NASA.
Afterwards, she was raised in Bryan, TX where James accepted a position with Texas A&M
University. Lynn graduated from Bryan High School in Bryan, TX. She later attended Baylor
University earning a Master’s degree in Speech Pathology and obtained certification in Special
Education. Lynn subsequently obtained her American Speech-Language-Hearing Association
(ASHA) license. She worked as a speech pathologist in several Texas locations before returning
to the Bryan school district as a special education teacher. Lynn met her husband, Richard
Frazier, at church in College Station while Richard was attending graduate school at Texas
A&M University. They married on August 5, 1989 in College Station, TX. Together they
moved to Madison, MS where Lynn was a homemaker to their two children before starting a
private speech practice. In 2001, her family moved to Bartlesville, OK where she continued her
private practice. In 2004, Lynn’s family moved to Ponca City, OK where she chose to spend her
time as a homemaker before working in the Ponca City and McCord school districts as a speech
pathologist. In 2013, Lynn moved with her husband to Owasso, OK where she took a position
for the Osage County Interlocal Cooperative providing speech services for Ramona and
Ochelata schools.
While in Bartlesville, Lynn dedicated time to become a Master Gardener and applied her skills
in many community service projects. Her Master Gardener certification, in combination with her
school experience, led her to establish an extracurricular program called “Ready, Set, Grow” for
select students at Liberty Elementary in Ponca City. Lynn joined P.E.O., a philanthropic
organization, in Ponca City and became an active member, promoting higher education for
women. Her other interests included cooking, community service projects through her local
church, book club, and spending time as “Nana” to her two young granddaughters. Lynn loved
to travel within the U.S. and also visited Canada, the Caribbean, Mexico, Great Britain, and
France. Lynn and Richard had recently spent two weeks in Hawaii celebrating their 25th
anniversary.

 Lynn was preceded in death by her maternal grandparents, Laura and Ernest
Pendley of Emerson, GA; and her paternal grandparents, Kerzelle and Grover Scoggins of
Aragon, GA. She was also preceded in death by her mother.
She is survived by her husband Richard and her two daughters, Jennifer Hovis and her husband
Scott of Broken Arrow, OK; and Holly McCollom and her husband Luke of Weatherford, OK.
She is also survived by her father James Scoggins and his wife Donna of Spokane, WA; her
sister, Brenda Scoggins of Spring, TX; and two grandchildren, Charlotte and Natalie Hovis.
 
The memorial service will be held at First United Methodist Church in Ponca City, on
Wednesday, July 9, 2014 at 1:00 pm with Rev. Mike Smith officiating. Arrangements are under
the direction of Trout Funeral Home & Crematory.
