05/07/2019 – Owasso Police Officers were conducting patrols of the Trail Days Carnival over the weekend when they were approached by a woman who reported that a man had threatened people. The woman described that the man, who said he was going to physically harm them and pulled up his jacket to display a handgun in his waistband.
 
Officers located the man, who they recognized as Vicente Javier Marquez.  As the officers approached, they saw the handle of a pistol in his waistband. Marquez appeared to notice the officers, at which time he pulled down his jacket to cover the gun and began to walk away. Officers made contact with the man and observed signs that he was under the influence of alcohol. Officers detained Marquez and recovered the handgun, which was found to be unloaded. A records check revealed an active warrant for Marquez’s arrest from Tulsa County.
