02/24/2021 – At approximately 5:40 AM on Wednesday, February 24th, 2021 Owasso Police and Fire/Medics were dispatched to a reported Auto-Pedestrian Collision in the 7100 block East of E 76th St N.  Multiple 911 calls came into the Owasso E911 Center reporting the collision.  Upon arrival, the pedestrian was pronounced deceased by Owasso Medics.  Police questioned multiple witnesses including at least one driver who struck the pedestrian.  From all accounts received, witnesses advised that the pedestrian was in the roadway at the time he was struck.  The roadsides in that area are rural in appearance, fields on either side, no artificial lighting, and no sidewalks.  From injuries sustained it appears that the pedestrian could have been struck by multiple cars.  Owasso Police are asking anyone that was driving in that area around that time that may have hit something in the roadway to call 918-272-2244 to report it so investigators can inspect your vehicle for damage.  The aforementioned driver that did strike the pedestrian, stopped at the scene and called 911 is fully cooperating with investigators.  No criminal charges are being sought against anyone at this time, however, the investigation is ongoing.

76th St N was closed for the investigation between 88th E Ave and N Memorial Drive for approximately 2.5 hours.  The road closure affected traffic to both the nearby Owasso Elementary School, as well as the Cherokee Industrial Park.  Traffic was diverted through a neighborhood to allow drivers to get to their destinations.

The name of the deceased was being withheld until a next of kin notification could be done.  It was discovered the deceased was staying at an affordable housing center in East Tulsa but worked at an industrial plant in Owasso.  The deceased was identified by an ID Card as 33yo Carlos Erick Guzman.  All efforts to identify a next of kin have been exhausted to this point.  Any relative of Mr. Guzman that is notified by this release is encouraged to reach out to Owasso Police.
