On 12/28/2014, a series of incidents occurred involving stolen vehicles in Owasso. Detectives are working to determine if the incidents are related and/or if the same parties were involved.

At 11:08 AM, OPD received a call of a suspicious person or persons in a vehicle at CVS Pharmacy near E 96 ST N and N 129 E AVE. Officers responded and located a single male inside what was discovered to be a stolen vehicle. The suspect was arrested, but it was not determined if another person was also in the vehicle prior to the officers arrival.

At 11:39 AM, a white or Hispanic male suspect was observed stealing a vehicle from a residence in Hale Acres Mobile Home Park near N 116 E AVE and Garnett. The victim reported that the vehicle had mechanical problems and could only operate at slow speeds. At 1:00 PM, the vehicle was located by the Oklahoma Highway Patrol, abandoned beside the road after breaking down near the 8700 Block of Memorial.

At 13:45 PM, a victim called the Owasso Police from the Fairways neighborhood, which is located near E 89 ST N and N 103 E AVE. The victim reported that a suspect approached him as he arrived home at his residence, pointed a black semi-automatic handgun at him and demanded his vehicle. The victim complied and the suspect fled the area in the victim’s black 2008 Cadillac Escalade.

The suspect in both the incident at Hale Acres and armed carjacking at the Fairways is described as a white or Hispanic male. Due to the similar descriptions and the close proximity of the locations of the abandoned stolen vehicle and the armed carjacking, Detectives are working to determine if the same suspect is responsible for both offenses.

The Owasso Police Department is attempting identify and locate the white or Hispanic make, last seen driving a black 2008 Cadillac Escalade with deal license plates. Anyone with information related to this case is urged to contact the Owasso Police Department at 918-272-2244.

UPDATE: Although it was initially put out that the incident with the Escalade occurred INSIDE the victim’s garage, it actually occurred in the victim’s driveway. Upon speaking further with the victim, he described that he came outside of his house to find the suspect inside his vehicle in the driveway. He confronted the suspect, who then pulled out a gun and demanded the keys. After receiving the keys from the victim, he fled in the victim’s vehicle.

The suspect from the initial call at CVS Pharmacy has been identified as Matthew Shaw Winchester (age 32) of Tulsa. Winchester was arrested for Possession of a Stolen Vehicle, Possession of Stolen Credit Cards, Possession of Drug Paraphernalia and an outstanding Tulsa County Arrest Warrant.
