On the morning of Tuesday, April 29th, 2025, around 9:25 AM, officers with the Owasso Police Department arrested two adults at a fast food restaurant in Tulsa, located at 229 North Gilcrease Museum Road. The arrests were made in connection with an investigation into lewd and indecent proposals made to a minor.
Just days earlier, on or around April 25th, the individuals began communicating online with an undercover investigator from Owasso PD’s Sex Crimes Unit. The investigator was posing as a 13-year-old child. Throughout the conversations, the suspects allegedly made explicit sexual comments and lewd proposals, fully believing they were speaking with a minor.
The suspects eventually encouraged the online persona to meet in person. Owasso investigators were able to identify the individuals, and with the help of patrol officers and the department’s drone team, they were taken into custody without incident at the Tulsa restaurant.
The suspects have been identified as:

Allan Ray Wright, 30, of Tulsa (Tribal Member)

Jamie Lynn Wright, 32, of Tulsa (Non-Tribal)
Both face felony charges of Lewd and/or Indecent Proposals to a Minor Child.
The investigation remains ongoing.
