Tommy Lee Rogers,43 of Owasso arrested for upskirting. 

After an intense investigation coupled with cooperation from local and metro media outlets, the suspect in the recent ‘upskirting’ incidents surrendered himself to authorities last night, June 27th at midnight. Owasso Police Investigators interviewed the suspect at which time Tommy Lee Rogers, a 43yo male of Owasso, was taken into custody and booked into the Owasso Jail. He is currently awaiting transport to the David L Moss Correctional Facility. These charges will be presented to the Tulsa County DA’s office.

Release Update:

2nd Update:  “Upskirting” incidents in Owasso.  Due to widespread local and metro media coverage and the ongoing investigation Owasso Police Investigators discovered another instance in which the same suspect involved in the JC Penny’s and QuikTrip incidents victimized yet another unsuspecting female at the Owasso Target Store, located at 9010 North 121st East Ave.  The Target incident occurred on Friday, June 20th at 4:48PM, while a store patron was checking out at the front registers.  The suspect approached the victim from behind and while he passed, reached underneath the victims dress with what appeared to be a cell phone pointed up.  Owasso Police hope this victim will come forward to be identified.  She is described as a white female, with back length brown or dark blonde hair with sunglasses on top of her head, wearing a spaghetti strap black sun dress.  Instead of a shopping cart, she only had a carry basket and one of her purchases was an 8 pack of paper towels.  Anyone with any information regarding this incident or any related incident is urged to contact Owasso Police at 918-272-2244 or call the TipLine at 918-272-COPS (2677) and as always you may remain completely anonymous.

Update to “upskirting” incident reported to Owasso Police on Saturday, June 21st, 2014 at the Owasso JC Penny location. JC Penny store security provided images of the suspect to Owasso Police (attached). Further investigation revealed that shortly after leaving the JC Penny, the same suspect entered the QuikTrip convenience store located at 9600 North Garnett Road and victimized at least two additional females. Owasso Police are asking any woman with the following description that would have been in that QuikTrip location between approximately 1:40PM and 1:50PM on Saturday, June 21st to come forward and contact the Owasso Police Department 918-272-2244. Victim description 1 – white female wearing a black spaghetti-strap summer dress with black flip flops or flats. Victim description 2 – white female wearing a light gray or light purple (or similar) sun/summer dress with black heels. Owasso Police were able to obtain a tag number of the suspect vehicle following the QuikTrip incident and are currently following up on that investigative lead. The suspect is described as a white or Hispanic male who was, at the time, wearing a grey shirt with a left breast OU emblem, dark shorts, a red bandana on his head and a red ball cap turned backwards over the bandana. The suspect vehicle is a dark green Chevy S-10 extended cab, step-side pick-up truck with a yellow tool box loose in the bed. OPD Release: On Saturday, June 21st, 2014 at around 1:30PM, Owasso Police were dispatched to the Owasso JC Penny’s store, located at 9056 N 121 E Ave, to what a victim described as an unknown male taking ‘upskirt’ pictures of her in the store. 

 

The suspect fled prior to officer’s arrival; however, the victim took a photo of the suspect’s vehicle as he sped from the area. 

 

In-store security and Owasso Police reviewed store surveillance video and determined 2 female store employees had also been victimized in the same manner.  One of the employees was a juvenile. 

 

During the incidents the suspect bent down and extended a camera phone beneath the victim’s skirts.  The suspect is described as a white or Hispanic male who was, at the time, wearing a grey shirt with a left breast OU emblem, dark shorts, a red bandana on his head and a red ball cap turned backwards over the bandana.  The suspect vehicle is a dark green Chevy S-10 extended cab, step-side pick-up truck with a yellow tool box loose in the bed.  A partial tag of the vehicle may be 624??M.

 

Anyone recognizing these descriptions, or with any further information about these incidents, is asked to call Owasso Police at (918)-272-2244 or call the TipLine at (918)-272-COPS (2677).  We urge shoppers to be alert and aware of their surroundings at all times.  A photo of the suspect vehicle is attached.  Once store video is burned and obtained Owasso Police hope to circulate a photo of the suspect.
